Pescadores de San Felipe denuncian afectaciones por vedas y medidas de conservación

San Felipe, Baja California.- Pescadores del puerto de San Felipe, en Baja California, denunciaron que las recientes vedas y restricciones para la protección de la vaquita marina han dejado a numerosas familias sin ingresos, mientras acusan falta de atención por parte de autoridades federales y locales.

Ana Isabel García Aguilar, habitante del Pueblo de San Felipe y pescadora, relató que aproximadamente el 80% de la población del puerto depende de la pesca.

“Estamos sufriendo mucho por la hambre, porque nos han cerrado vedas, y ahorita ya comenzó la temporada del camarón y nos cerraron otra vez por un mes”, señaló. La afectación se extiende a casi todo el puerto, incluyendo familias cuyos ingresos dependen de la pesca diaria.

Los pescadores afirmaron que las decisiones tomadas para la protección de especies marinas no incluyen mecanismos de comunicación ni apoyos adecuados para quienes dependen de la actividad. “Queremos que seamos escuchados como pescadores, porque como pueblo nativo de pescadores nos pongan atención”, comentó García Aguilar.

La falta de acceso a la pesca ha afectado no sólo la economía familiar, sino también la alimentación y la educación de los hijos de pescadores. García Aguilar señaló que muchas familias carecen de recursos para útiles escolares y comida básica.

Los pescadores también denunciaron que los apoyos gubernamentales son insuficientes: un solo pago anual de 8,000 pesos llamado “bien pesca” no cubre los meses de inactividad por vedas o restricciones estacionales.

Restricciones y medidas de control

Según los entrevistados, el área de pesca en San Felipe se ha visto progresivamente restringida, con la instalación de bloques y varillas en zonas designadas de “cero tolerancia” para la vaquita marina, lo que limita la actividad pesquera y provoca mortalidad incidental de otras especies.

Cristian Ruiz, otro pescador, explicó que sólo 800 de las aproximadamente 1,500 pangas registradas en la zona cuentan con permisos para operar. Los pescadores libres enfrentan un proceso burocrático de dos a tres años para obtener autorización formal, lo que les impide pescar legalmente.

Además, los pescadores denunciaron la presencia de observadores internacionales, como miembros de Sea Shepherd, autorizados por las autoridades, quienes vigilan la actividad en el mar. “Nos tratan como delincuentes; si te acercas sin permiso, eres ilegal”, afirmó Ruiz, quien calificó la situación como hostigamiento.

Exigencias del sector pesquero

La comunidad pide que las autoridades implementen medidas que permitan pescar de manera legal y sostenible, incluyendo agilizar los permisos, brindar apoyo económico durante vedas y extender la apertura de zonas de pesca bajo regulación científica.

Los pescadores subrayan que desean colaborar con la conservación de especies como la vaquita marina, pero que las políticas actuales los dejan sin medios de subsistencia.

Gestiones y respuesta de autoridades

Los pescadores se han acercado a diputados locales y federales, incluyendo al diputado Mogollón y Juan Manuel Molina, buscando atención y soluciones a las restricciones.

Hasta el momento, aseguraron que no han recibido respuesta satisfactoria. Además, afirmaron que las reuniones con capitanes del puerto y autoridades federales no han resultado en cambios en las vedas ni en apoyo económico.

San Felipe ha sido históricamente un puerto pesquero, con gran parte de su población dedicada a la captura de camarón, tiburón y otras especies.

La protección de la vaquita marina, una especie en peligro crítico de extinción, ha generado restricciones que los pescadores consideran excesivas y poco transparentes, afectando a cientos de familias que dependen directamente de la pesca.
